A chemical engineer hailing from Bago City, Negros Occidental brought home the bacon as the best Provincial Science and Technology Director (PSTD) during the 2013 Outstanding PSTD Awarding Ceremony at the SMX Convention Center, Lanang, Davao City.
Negros Occidental PSTD Allan Francis Dara-ug, bested two other finalists from Regions 1 and 3 in the much coveted award. Pangasinan PSTD Felicidad Gan placed Second Runner Up while Pampanga PSTD Mary Michelle Quiambao emerged as the First Runner Up.
PSTD Dara-ug took up Bachelor of Science in Chemical Engineering at Colegio San Agustin Bacolod in 1983. He likewise pursued a Master’s degree in Public Management at Ateneo de Manila University in 2008.
His career in S&T jumpstarted at the Department of Science and Technology-Food and Nutrition Research Institute (DOST-FNRI) wherein he was adeptly involved in researches and program planning. Such nature of work proved to be vital in delivering science-nurtured endeavours attuned to the Filipino welfare.
The earnest decision to be assigned in DOST VI and Negros Occidental Provincial Science and Technology Center (PSTC), respectively is an affirmation of his quest towards the gigantic call of socio-economic empowerment and nation building.
Under his leadership, the Negros Occidental PSTC pushed forward the implementation of DOST programs, projects and services. His unwavering commitment to develop potential leaders in S&T paved way for the delivery of excellent and noble services.
Negros Occidental PSTC was able to implement 54 projects under the Small Enterprise Technology Upgrading Program (SETUP) since its initiation in 2003. Moreover, the PSTC has started the conduct of Science and Technology Caravan among local government units (LGUs) to include forum, and consultancy services. These strategies proved to be significant as clients became aggressive in availing DOST programs and projects.
For most people, a hundred percent success in project execution is almost impossible to achieve, but not to PSTD Dara-ug. His fervent optimism towards overcoming challenges drives him to sought worthwhile innovations, thereby enabling to realize progressive outcomes. According to him, the key factors for a successful SETUP project include the accurate determination of technology needs, provision of relevant technological innovations and timely delivery of interventions. He likewise added that teamwork played a great role in fostering a well-harmonized partnership.
At 53, PSTD Dara-ug will not rest on his laurels as far as prolific S&T work is concerned. That above all, he will forever embrace heartfelt service to his countrymen.
